Where a Kendall claim starts: the county, not a city hall

Kendall is a large suburban area southwest of Miami that has never incorporated as a city.

The 2020 Census counted 80,241 people in the Kendall census-designated place, which covers about 16.6 square miles. Because no Kendall city government exists, building permits, neighborhood code enforcement and flood-zone questions go to Miami-Dade County departments. That shapes a claim after a loss. A roof repair, a water-damage rebuild or a fight over unpermitted work follows the county's process for unincorporated addresses, and the county's records can become part of the evidence.

Property damage claims in Kendall: a suburb built up since the 1950s

Kendall grew from a sparsely settled stretch along US 1 into a dense suburb, and Hurricane Andrew damaged the area in August 1992.

Before the 1950s, Kendall meant a thinly populated area centered on US 1. Rapid development in that decade changed it, and the name drifted west as building spread. Hurricane Andrew came ashore near Homestead on August 24, 1992, and NOAA reports that in Dade County it damaged or destroyed 125,000 homes. Kendall and the rest of South Dade were severely damaged, and many homes and businesses were destroyed. For an owner today, the practical lesson is paperwork: dated photographs, the roof's age, contractor findings and every letter from the insurer. A new hurricane or windstorm claim generally has to be reported within one year of the date of loss, and the insurer generally has 60 days after notice to pay or deny.

For building matters, Kendall addresses sit under Miami-Dade County. The county says it handles buildings in unincorporated areas (folio numbers beginning with 30) through its permitting portal and the Herbert S. Saffir Permitting and Inspection Center, and that work done without required permits may draw double fees once a Notice of Violation is issued. Flood coverage is county-level too. Miami-Dade moved from Class 5 to Class 3 in the federal Community Rating System, and the county reports a 35 percent premium discount for qualifying policies in unincorporated areas issued or renewed on or after April 1, 2024. With a median property value of $567,900, an insurer estimate that leaves out part of the repair is a gap worth challenging.

Injury claims in Kendall: arterials, Dadeland and the transit corridor

Kendall is organized around a few big roads and a dense retail and transit district, which is where people spend their time.

01

Kendall Drive

Kendall Drive (SW 88th Street) runs 13.3 miles across mid-southern Miami-Dade, crossing Florida's Turnpike, the Don Shula Expressway and the Palmetto Expressway before it meets US 1 near Dadeland. Multi-vehicle crashes on a road like this depend on police reports, video and witnesses gathered early.

02

Dadeland Mall and Metrorail

Dadeland Mall opened in 1962 and now holds about 1.5 million square feet of retail, with the Dadeland North Metrorail station reached by a pedestrian walkway. Parking structures, walkways and store floors are premises where slip, fall or security questions can arise, and the owner or manager is the party to identify.

03

South Dade Trail and TransitWay

The 22-mile South Dade Trail starts at the Dadeland South Metrorail station and runs beside the TransitWay, where Metro Express bus rapid transit began service in October 2025. Walkers and cyclists cross bus lanes at gated intersections, and collisions there raise their own questions about who had the right of way.

04

Trauma care nearby

HCA Florida Kendall Hospital, at 11750 SW 40th Street, is a Level I trauma center and one of two in Miami-Dade County. After a serious injury, its records show what treatment was needed and when. Keep copies of every chart and bill.

Ask us about your situation ↗
Who issues building permits in Kendall if it is not a city?

Miami-Dade County does. The county says it handles buildings in unincorporated areas, and that a folio number starting with 30 marks county jurisdiction. Permits can be filed through its online portal or at the Permitting and Inspection Center. If your address is inside a municipality instead, that city's building official issues the permit.

Does the county's flood insurance discount apply to my Kendall home?

Miami-Dade reports a 35 percent discount for qualifying policies in the Unincorporated Municipal Service Area issued or renewed on or after April 1, 2024. Whether your policy qualifies depends on your address and your insurer, so ask your agent. The county's flood zone hotline is 305-372-6466.

How long do I have to report hurricane or windstorm damage?

Florida generally requires notice of a new hurricane or windstorm claim within one year of the date of loss. Once the insurer has notice, it must generally pay or deny within 60 days. Report early in writing and keep a copy, because delays make damage harder to prove.

What if I was partly at fault in a Kendall crash?

Florida uses modified comparative negligence, so recovery is barred if you are more than 50 percent at fault. Below that line, fault is shared. Also, a 2023 change shortened the deadline for most negligence lawsuits from four years to two. Talk to a lawyer promptly.
